Last updated: 1 September 2026
This Privacy and Cookie Policy explains the limited technical data that may arise when halilbakirci.av.tr is used, the purposes of cookies and similar technologies, visitors’ choices, and the main principles applied to the protection of personal data under Turkish law.

1. Scope and core privacy principles
Personal data is processed lawfully and fairly; kept accurate and, where necessary, up to date; collected for specified, explicit and legitimate purposes; limited to what is relevant and necessary; and retained only for the period required by the purpose and applicable legal obligations.
The website provides general legal information and communication channels for the law office. Sending information through the website or by email does not by itself create an attorney-client agreement or representation. Visitors should not send unnecessary sensitive data or information about unrelated third parties.
2. Technical data that may be generated
When the website is accessed, limited technical records may be generated, including the IP address, access date and time, page viewed, referring page, browser and device type, language preference, and error or security logs. These records may be used to operate the website securely, prevent misuse, diagnose technical problems, and maintain performance.
If a visitor uses an email address or contact channel, the identity, contact details, and message content supplied voluntarily may also be processed for handling the request.
3. What is a cookie?
Cookies are small text files that a website may store on a visitor’s device through the browser. They can support secure sessions, remember preferences, operate site functions, and—only where permission has been given—measure usage. A cookie does not by itself provide access to other files on the device.
4. Cookie categories and purposes
| 4. Cookie categories and purposes | Purpose and choice |
|---|---|
| Strictly necessary cookies | Support essential functions such as security, network management, navigation, session continuity, and storing consent choices. They may be used without optional consent where permitted because the website or an expressly requested service cannot operate properly without them. |
| Functional cookies | Remember language, display, or user preferences and provide additional functions. Where they are not necessary, their use depends on the visitor’s choice or another valid legal basis. |
| Performance and analytics cookies | Measure visits, errors, and site performance. Non-essential analytics tools that process personal data are not activated before the visitor has made the relevant choice. |
| Advertising and targeting cookies | May create interest profiles or follow users across websites. If such technology is used, a clear, freely given, and revocable choice mechanism is required for non-essential cookies. |
Cookies may be session-based or persistent. Session cookies expire when the browser is closed; persistent cookies expire at the end of their set period or when the visitor deletes them. The consent interface and this policy are updated when the technology or provider changes.
4.1 Analytics services: Google Analytics and Microsoft Clarity
Non-essential analytics tools are activated only after the visitor selects “Accept analytics” in the cookie panel. Before that choice, the Google Analytics and Microsoft Clarity tags are not loaded and advertising storage or advertising-personalisation signals are not used.
Google Analytics 4 is used for limited measurements such as page views, traffic source, and the type of contact-button click. URL query parameters are removed, logged-in users are excluded, and telephone numbers, email addresses, or message content are not sent. Microsoft Clarity is used to assess aggregated usability signals such as clicks, scrolling, and navigation. The project uses strict masking; readable page text and form fields are not transmitted. Logged-in users, URLs with query parameters, and contact pages are excluded, and advertising storage is disabled.

5. Third-party content and map services
The website may include links, maps, or embedded content supplied by third parties such as Google Maps. When such content is opened or loaded, the provider may process technical data such as an IP address and device information and may use its own cookies. The provider’s own privacy and cookie terms govern that processing.
Visitors who do not wish to use third-party content may choose not to open it and may adjust browser or cookie settings. Where a transfer of personal data abroad is involved, the conditions in Article 9 of Turkey’s Personal Data Protection Law are observed.
6. Managing cookie choices
The cookie panel allows visitors to accept or reject non-essential cookies and later reopen the panel to change the previous choice. Browser privacy settings can also be used to view or delete stored cookies, allow cookies for selected websites, or block third-party cookies.
Browser menus differ by version and device. Blocking strictly necessary cookies may prevent parts of the website or security functions from working as expected.
7. Retention and security
Technical records and cookie data are retained only for the period required by the processing purpose and applicable legal obligations; when the purpose ends, they are deleted, destroyed, or anonymised as appropriate. Reasonable technical and organisational measures are used to prevent unauthorised access, identify security incidents, and protect data integrity.
8. Visitors’ rights and contact
Requests concerning the rights listed in Article 11 of Turkey’s Personal Data Protection Law, or questions about the website’s privacy and cookie practices, may be sent to bakircipartners@gmail.com or to the postal address stated above. Documents not needed for identity verification should not be sent.
9. Updates to this policy
This policy may be updated when the website infrastructure, services used, or applicable law changes. The current version is published on this page together with its last-updated date.
