Identify the decision before choosing a remedy
Start with the document that actually determines the application. An employer’s message saying “the permit did not work out” does not show whether the Ministry refused it, requested further documents or whether the submission was never completed. Obtain the application reference, decision text, notification record and the documents previously uploaded. Preserve the original electronic files rather than only a cropped screenshot.
Separate an initial refusal from an extension refusal, cancellation or termination of an existing permit. The worker’s current position and the relevant paperwork differ. Record the employer’s registered name, workplace, proposed occupation, application type and the employee’s passport details. A mismatch between two applications should be explained, not hidden by combining their documents into one folder.
The Ministry states that outcomes are communicated to the declared email address and are also visible in e-İzin. For overseas applications, the consular post is informed electronically. Check the actual notification evidence rather than treating the day a manager forwarded a message as the legal starting date. Save the full email, attachments and system record for the lawyer calculating the deadline.
Three routes that answer different questions

The official Ministry FAQ confirms online objection and the possibility of a new application after remedying the deficiency. It also identifies administrative litigation following rejection of the objection. Do not assume that a fresh application automatically preserves the opportunity to contest an earlier decision. Have the calendars assessed together before spending time on a second submission.
Match each refusal ground to a specific answer
A useful objection is a comparison between what the decision says and what the evidence establishes. Create a row for every ground. Where the issue concerns employer eligibility, ask for the employer’s underlying records. Where it concerns the worker’s proposed role, compare the contract, occupational description and qualifications. A sincere personal statement about needing the job does not replace evidence addressing the stated reason.
Distinguish three situations: a document existed and was overlooked; a document existed but was not properly submitted; or the relevant condition was not satisfied at the time. These are not interchangeable explanations. Label newly obtained evidence with its actual date and explain whether it proves an earlier fact or a later change. Never backdate an employment contract, accounting record or qualification certificate to make the file appear compliant.
If the wording is unclear, reproduce the relevant passage accurately in the review file and identify the missing information. Avoid accusing an official, intermediary or employer of misconduct without supporting facts. A precise evidential explanation is more useful than a long complaint that does not identify the finding to be reconsidered.
Use the correct version of the assessment criteria
The Ministry’s official assessment criteria distinguish general employment, financial and salary conditions from sector-specific rules and exemptions. Salary assessment uses the gross minimum wage applicable at the application date and the relevant occupation category. An old checklist or a rule for a different sector is not a reliable answer to the refusal.
A date-sensitive point: the official criteria include provisions marked effective from 3 August 2026, including an employment and financial-criteria exception for certain domestic applicants with at least one year of lawful stay within the preceding three years. Its limits on covered foreign employees and workforce composition must also be checked. It is not a blanket exemption from obtaining a permit or from all other requirements.
For the review, preserve the relevant criteria section with its date and list the evidence supporting each claimed exception. Ask the employer to explain its actual activity and the employee’s actual duties. Do not change the job title only to fit a more convenient category. Where the occupation requires professional authorization, obtain advice on that requirement before arguing that the employment contract alone is sufficient.
Build a compact, traceable evidence file
Organize the file so that another reviewer can verify each assertion without searching through unrelated paperwork. A practical index can use the following structure. This is a preparation aid, not a universal Ministry document list; the required documents depend on the application and refusal.

Keep translations beside the original documents. Do not silently replace the original with an English summary. Where a document cannot be obtained immediately, state who holds it and what has been requested. Avoid sending unrelated customer databases or employee files merely to make the application look substantial. The evidence should be relevant, lawfully obtained and proportionate to the issue.
Write an objection that the evidence supports
The petition should identify the applicant, employer, disputed decision and requested reconsideration. Then set out a short chronology and address the grounds in the same order as the decision. Refer to annex numbers consistently. Where two grounds are independent, answer both; resolving only the first leaves the second unexplained.
A practical structure is: “The decision records X. Annex 3 establishes Y for the relevant period. The applicable criterion is Z. We therefore request reconsideration of this finding.” This is a drafting framework, not a ready-made petition for every case. Replace each element with verified facts and the correct rule. Do not insert a criterion merely because it appeared in another applicant’s successful file.
Be clear about what is disputed and what is accepted. If the employer acknowledges that the wrong attachment was uploaded, explain the error and supply the correct record rather than claiming the Ministry already had it. If conditions changed after the decision, describe the change honestly and assess whether it belongs in an objection, a new application or both under the appropriate procedure.
The request should concern the actual administrative decision. A demand for an unrelated visa, a refund from a private intermediary or compensation from an employer is a separate matter requiring its own basis. Mixing those disputes into the objection makes it harder to identify the requested permit review.
Complete the submission and retain proof
The Ministry’s objection route requires the explanatory petition and evidence to be uploaded through e-İzin. Before submission, check readability, attachment names and whether the final petition refers to the correct annexes. Confirm that the person acting for the employer or applicant has the necessary authority. Keep a copy of the exact version submitted.
After submission, preserve the confirmation and any reference generated. Record what was sent, by whom and when. A file saved on a computer, an email sent to an intermediary or a draft visible in an account should not be treated as proof of a completed objection. If a technical problem occurs, preserve the error and seek immediate advice on the available lawful submission method rather than assuming the deadline stops.
Agree who will monitor the declared contact details and system messages. Forward new correspondence promptly and retain the original. Do not share personal e-Devlet passwords, electronic signature credentials or one-time authentication codes with unverified intermediaries. Professional representation should use the appropriate authorization process, not informal access to another person’s identity tools.
When a new application deserves consideration
Reapplication is most useful when the file can demonstrate a genuine correction. Compare the old and proposed applications in a change log: disputed requirement, previous position, new evidence and effective date. This prevents the same refusal ground from being repeated under a new reference number.
Do not describe an unchanged application as a correction merely because a different consultant submitted it. If the proposed employer, occupation or application route changes, review the new arrangement on its own facts. The worker should understand which job is actually being offered and which employer is responsible. Keep challenge deadlines and the worker’s current status under separate review while deciding whether to reapply.
Assess court review without losing the procedural history
For possible administrative litigation, provide the lawyer with the original decision, proof of notification, objection petition, submission record and any response. The court route, filing deadline, standing, competent court and any request for interim protection require assessment against that full sequence. The 30-day Ministry objection period should not be copied into a court calendar as though it were the litigation deadline.
A court file should distinguish an alleged legal or factual error in the administrative decision from circumstances that arose later. Keep a record of the concrete consequences relied on for any urgent request, rather than using a generic statement that all refusals are urgent. Do not treat filing a case as equivalent to having received a favourable court order or a work permit.
Work authorization and lawful stay need separate checks
The Ministry’s FAQ makes clear that an ordinary residence permit is not itself permission to work. Record the validity of any existing work permit, residence document and entry permission separately. An initial refusal, an extension refusal and cancellation of an existing permit can leave different questions to resolve; do not apply advice for one situation to all three.
For an extension file, ask specifically whether the conditions for working while the application is pending are met and whether that position has ended following a decision. Do not rely on a general assurance that “an application is in progress.” Before arranging continued shifts, payroll or a start date, obtain an assessment of the actual authorization. A separate residence or removal decision must also be reviewed on its own terms.
Coordinate an overseas refusal file
When the worker is abroad, agree who will obtain the employer documents, who will provide the consular record and who will monitor notifications. Use a single chronology so that a consular reference is not confused with the employer’s system reference. Verify the worker’s name and passport number across both sides of the file.
Before buying travel or signing a long lease, identify the authorization still outstanding. A favourable internal review by an employer is not an official decision. Send scanned records for assessment first and arrange original documents, certification or translation where required. The scope of representation should specify the task, responsibility for evidence, expenses and how decisions will be communicated.
Worked example: the record and the proposed salary disagree
Consider a hypothetical applicant whose signed contract and submitted form show different proposed salaries. First establish which documents were submitted and whether the discrepancy actually appears among the refusal grounds. If the form contained a clerical error, identify the original contemporaneous contract and explain the inconsistency. If the employer increased the salary only after refusal, show the genuine amendment date instead of presenting the new term as an old fact.
Next check the relevant occupation category and application-date criteria. Review any other refusal grounds separately. A corrected salary does not answer an independent employer-eligibility issue. The final submission should explain the document history, the applicable rule and the precise reconsideration requested. This example demonstrates a review method; it does not predict approval or establish a universal salary threshold.
Before closing the preparation stage, verify that every factual assertion has an identified source, every attachment is readable and every disputed ground has an answer. Keep the original refusal available even after a new application succeeds so that the procedural history remains complete.
