1. Why the conformity certificate matters
Foreign investors often describe the Turkish citizenship-by-investment procedure as one application filed with one authority. Legally, that description is incomplete. The exceptional-citizenship route is built as a sequence of administrative determinations. The investment is first examined by the institution responsible for that specific investment method. The investor then proceeds through the immigration and citizenship stages before the competent population and citizenship authorities.

This distinction matters because a payment receipt, title deed, bank statement or corporate document is not a substitute for the formal determination that the statutory investment condition has been satisfied. The investment file must be built for the authority that has power to verify that particular route. Using the wrong evidence set, paying through a non-compliant structure, missing the required three-year restriction, or treating a commercial document as if it were a citizenship conformity certificate can cause delay or rejection at the conformity stage.
The legal architecture also explains why investors should not rely on a statement that “the investment itself guarantees citizenship.” Article 12 of Turkish Citizenship Law No. 5901 governs exceptional acquisition. The investment thresholds and certifying authorities are set by the Regulation on the Implementation of the Turkish Citizenship Law. The investment verification is therefore a threshold stage. The citizenship decision remains a separate public-law determination.
2. Legal basis: Law No. 5901 and Article 20 of the Regulation
Turkish Citizenship Law No. 5901 distinguishes ordinary acquisition from exceptional acquisition. Article 12 is the principal statutory basis for exceptional citizenship. The implementing regulation, particularly Article 20, identifies investment categories and the public bodies that determine whether the qualifying condition has been met.
As of 2026, the official Directorate General of Population and Citizenship Affairs (NVI) guidance lists the core investment thresholds as follows: at least USD 400,000 for qualifying real estate with a three-year non-transfer restriction; at least USD 500,000 for fixed-capital investment; at least USD 500,000 deposited in a Turkish bank for three years; at least USD 500,000 in government debt instruments for three years; at least USD 500,000 in qualifying real-estate investment fund or venture-capital investment fund participation shares for three years; at least USD 500,000 contribution to the private pension system in qualifying funds for three years; or creation of at least 50 jobs.
The decisive legal point is not simply the numerical threshold. Each route has its own competent authority, evidence logic and holding or continuity requirement. A lawyer reviewing an investor file must therefore begin by identifying the exact investment route before reviewing documents.
3. Real-estate route: USD 400,000 and the land-registry conformity process
For the real-estate route, the qualifying acquisition must satisfy the citizenship-specific property rules, including the minimum value and the three-year restriction against transfer. The title-deed and payment record must be consistent with the citizenship file. The land-registry administration is central to confirming the real-estate acquisition and the restriction recorded for citizenship purposes.
The current official NVI threshold is USD 400,000 or the equivalent in qualifying foreign currency/Turkish lira under the applicable rules. The investor should not treat “market value,” “contract price,” “bank transfer amount,” and “title-deed declared consideration” as interchangeable concepts without legal review. The conformity file is evaluated on official records and the payment trail.
For a property-focused legal checklist, see How to Prove the USD 400,000 Property Value for Turkish Citizenship and our existing guide on buying property in Turkey under Article 35 of the Land Registry Law.
4. Fixed-capital route: USD 500,000 and Ministry determination
The fixed-capital investment route requires at least USD 500,000 or its qualifying equivalent. The competent ministry evaluates whether the investment constitutes the required fixed-capital investment and whether the evidence establishes the statutory amount. Corporate capital documents, payment records, investment records and the relationship between the investor and the Turkish enterprise must be prepared for that verification.
A share purchase, shareholder loan or ordinary transfer to a company account should never be assumed to equal a qualifying fixed-capital investment merely because the amount exceeds USD 500,000. The legal characterization of the transaction and the evidence accepted by the competent authority are essential. Our dedicated article Fixed Capital Investment for Turkish Citizenship: Ministry Conformity and Corporate Evidence addresses that distinction.
5. Bank-deposit route: USD 500,000 and banking supervision
The bank-deposit method requires at least USD 500,000 or its qualifying equivalent to be deposited in a bank operating in Turkey and maintained for the prescribed three-year period. The Banking Regulation and Supervision Agency (BDDK) is the relevant supervisory institution for the determination contemplated by the citizenship regulation.
The citizenship file must establish ownership of the deposit, the amount, the blocking/holding commitment and the required period. Investors should distinguish a freely withdrawable commercial balance from the citizenship-specific deposit that is subject to the three-year condition. Changes to account structure, collateralization, premature withdrawal or transfers can affect conformity and must be reviewed before action is taken.
See Turkish Citizenship Bank Deposit: Account Ownership, Three-Year Block and BDDK Conformity.
6. Government-debt route: USD 500,000 and three-year holding
The government-debt-instrument route requires at least USD 500,000 or its qualifying equivalent and a three-year holding condition. The relevant determination is made through the authority specified by the implementing regulation for government debt instruments. The legal file should identify the instrument, investor ownership, acquisition amount and the mechanism ensuring compliance with the holding period.
This route has already been explained on our site in Turkish Citizenship by Government Bonds: USD 500,000 and the Three-Year Holding Rule. Investors dealing with maturity dates should also review what happens if a government bond matures before the three-year citizenship holding period ends.
7. Investment-fund route: REIF/VCIF participation shares
The fund route covers at least USD 500,000 or its qualifying equivalent in participation shares of a real-estate investment fund or venture-capital investment fund that satisfies the citizenship framework, with a three-year holding requirement. The Capital Markets Board (SPK) framework is central to the verification of the eligible fund investment.
The critical legal questions include whether the vehicle is a qualifying fund, whether the investor owns the relevant participation shares, whether the statutory amount is met and whether redemption or transfer would breach the holding condition. Our existing overview is Turkish Citizenship by Investment Fund: USD 500,000 REIF/VCIF Shares and SPK Rule. A separate risk guide is available at REIF/VCIF Citizenship: Redemption, Transfer and Holding Restrictions.
8. Private-pension route: USD 500,000 and three years in the system
The private-pension route requires a contribution of at least USD 500,000 or its qualifying equivalent into the private pension system, invested in funds designated within the applicable regulatory framework, and maintained for at least three years. The Insurance and Private Pension Regulation and Supervision Agency (SEDDK) has the regulatory role identified by the current official citizenship guidance.
This is not the same as making an ordinary bank deposit or purchasing any financial product offered by a Turkish institution. The product must fall within the qualifying private-pension framework, and the three-year participation requirement must be respected.
9. Employment route: creation of at least 50 jobs
The employment route is based on creating employment for at least 50 persons. The competent labour authority verifies the employment condition. In practice, the evidence is built around real, registered employment rather than a promise to hire. Payroll, Social Security Institution (SGK) records, workplace records and continuity of the employment structure are therefore central to the conformity review.
See 50-Employee Citizenship Route: Payroll, SGK Records and Compliance.
10. What happens after the conformity determination
The official NVI guidance describes the investment route as a sequence: obtain the investment conformity document, complete the residence-permit stage under the applicable rule, and then submit the exceptional-citizenship application. For investors, this means a conformity certificate should be treated as a necessary file component rather than the final administrative decision.
The short-term residence basis connected to qualifying investment is found in Article 31 of Law No. 6458 on Foreigners and International Protection. The citizenship application then proceeds under Law No. 5901 and the implementing regulation. Identity, civil-status, criminal/security and other public-law checks are separate from the investment arithmetic.
Our guide Turkish Citizenship Application Status: How to Check Your File explains how to check and interpret a pending application without promising a fixed completion date.
11. Power of attorney: useful, but not a substitute for every personal step
A power of attorney is valuable for many private-law and preparatory acts, including due diligence, document collection, contract work, title-deed representation when legally permitted and coordination with banks or public authorities within the scope of the instrument. It must, however, be drafted with the exact transactions in mind.
The official NVI citizenship guidance specifically warns that the exceptional investment process cannot be described as entirely completable by attorney representation. The conformity application, residence-permit application/receipt and citizenship application include stages for which personal attendance or identity procedures may be required under the official workflow. A foreign investor should therefore reject any promise that a generic POA eliminates every personal appearance.
See Foreign Powers of Attorney for Turkish Property: A Document Checklist.
12. Document control before the investment is executed
The most efficient legal review takes place before funds are transferred and before the asset or investment product is acquired. A conformity file is harder to repair after the investor has already purchased an ineligible asset, used a non-compliant payment method, allowed the wrong person to send funds, omitted a required restriction, or selected an investment product that does not fall within the citizenship regulation.
For real estate, pre-closing review should cover foreign-acquisition eligibility, title ownership, encumbrances, annotations, zoning and project status, citizenship value/payment evidence, seller identity and the required restriction. For financial routes, the review should cover the product, account/investor identity, minimum amount, regulatory eligibility and the three-year holding mechanism. For corporate and employment routes, the legal structure and public records should be reviewed before capital or payroll commitments are finalized.
Frequently Asked Questions
Is the conformity certificate the same as the citizenship certificate?
No. The conformity certificate verifies the qualifying investment condition. Turkish citizenship is acquired only after the separate citizenship procedure and the competent citizenship decision.
Which authority certifies a USD 400,000 real-estate investment?
The real-estate investment is verified through the land-registry/cadastre framework designated by the citizenship regulation. The title, payment and three-year restriction records are central to that determination.
Which authority is relevant to a USD 500,000 bank deposit?
The banking route is verified within the Banking Regulation and Supervision Agency framework specified by the citizenship regulation and official guidance.
Does depositing USD 500,000 in any Turkish account automatically qualify?
No. The deposit must be made under the citizenship route and remain subject to the required three-year condition. Ordinary account balances are not automatically qualifying deposits.
Can I combine different investment methods to reach the threshold?
The citizenship regulation defines separate qualifying routes. An investor should not assume that unrelated partial amounts can be combined unless the competent authority expressly accepts the structure under the applicable route.
Does a conformity certificate guarantee approval?
No. It proves the investment condition has been verified. The exceptional-citizenship decision remains separate and is subject to the citizenship law and public-law review.
Can my lawyer complete every citizenship step without me?
No blanket statement is legally correct. A lawyer can conduct substantial preparatory and representative work, but official NVI guidance identifies personal stages in the investment-citizenship workflow.
Is the threshold still USD 400,000 for real estate in 2026?
Yes. The official NVI guidance currently lists a minimum real-estate value of USD 400,000 with the required three-year non-transfer restriction.
What is the employment threshold?
The official threshold is creation of at least 50 jobs, subject to verification by the competent labour authority.
Which financial investment routes use the USD 500,000 threshold?
Current official guidance lists fixed capital, bank deposits, government debt instruments, qualifying REIF/VCIF participation shares and qualifying private-pension contributions at a USD 500,000 threshold, each subject to its own legal conditions.
