Foreign Retirees Bringing a Car to Turkey in 2026: 185-Day Exception, 730-Day Limit and Required Documents

Short answer: A person who has retired abroad can benefit from a special rule when bringing a foreign-plated private vehicle into Türkiye. Under the Ministry of Trade’s current accompanied-vehicle guidance, a qualifying retiree does not have to satisfy the ordinary 185-days-abroad condition for the first vehicle entry after retirement, provided the retirement status is documented in the required form. The vehicle may be granted up to 730 days under the individual temporary-admission route, subject to the person’s status and the vehicle rules. The legal framework is Customs Law No. 4458 Article 128, Decision No. 2009/15481 and the Ministry’s current accompanied-vehicle rules.

1. Legal framework for a retiree’s foreign-plated vehicle

A foreign-plated private vehicle brought into Türkiye by a person resident abroad is generally handled under the temporary importation regime rather than permanent import. Customs Law No. 4458 Article 128 provides the legal basis for temporary importation of non-free-circulation goods for use in the Turkish Customs Territory subject to the conditions of the regime and re-export.

For accompanied vehicles, Article 128 is implemented together with Decision No. 2009/15481 and the Ministry of Trade’s current rules. Those rules contain the ordinary residence-abroad test, the 730-day maximum for eligible individuals, special provisions for retirees, restrictions on use, and consequences for late re-export or misuse.

The retirement rule is important because it is a defined exception to the ordinary 185-day test. It is not a general exemption from all customs conditions. The retiree still has to establish retirement status, present the vehicle and identity documents, comply with ownership/registration rules, observe the granted period and ensure that the car is used only within the temporary-admission conditions.

2. The 185-day exception for a person who retired abroad

Under the ordinary rule, a person bringing a foreign-plated private vehicle must be resident abroad. The Ministry assesses this primarily by looking at the 365 days immediately preceding entry and checking whether the person spent more than 185 days outside Türkiye. The days do not have to be consecutive.

For a qualifying person who has retired abroad, the Ministry recognizes a special rule for the first vehicle entry after retirement. If the retiree documents that status as required, the ordinary 185-day condition is not demanded for that first post-retirement vehicle entry.

This matters particularly for Turkish citizens who worked and retired in Germany, the Netherlands, Belgium, France, Austria, Switzerland, the United Kingdom or another country and who recently spent substantial time in Türkiye. Without the retirement exception, recent time spent in Türkiye might prevent the ordinary 185-day test from being satisfied. The special rule allows the first qualifying vehicle entry after retirement without forcing the person to rebuild 185 days abroad first.

The exception is tied to retirement abroad. Merely reaching retirement age is not enough. The person must have a recognized retirement status supported by documents that establish the pension/retirement relationship with the foreign system or institution.

3. “First vehicle entry after retirement” is a specific legal event

The retirement exception should not be read as a permanent waiver of the residence-abroad test for every future vehicle entry. The Ministry’s rule identifies the first vehicle entry after retirement as the point at which the 185-day requirement is not sought, assuming the retirement status is properly documented.

That means the person should preserve evidence showing the retirement date, the timing of the first post-retirement vehicle entry and the customs record. If a later dispute arises over whether the exception was already used, the chronology will be central.

A person who previously brought a vehicle after retirement cannot simply describe a later entry as “first entry” because the vehicle is different. The legal focus is the retiree’s first qualifying vehicle admission after the retirement event, not the first time each individual car is brought.

For later admissions, the current Ministry rules governing retirees and the person’s residence/travel history must be examined at that time. The exception should not be expanded beyond its stated scope.

4. How to prove retirement abroad

The retiree must present reliable official evidence of retirement. The Ministry’s current guidance accepts retirement documents issued by the competent social-security or retirement institution abroad when they are prepared in a form that Turkish customs can verify. Depending on the issuing country and the document, a Turkish translation certified through the appropriate consular, diplomatic or notarial route may be required.

The document should establish that the person is actually retired, identify the person without ambiguity and show the issuing authority. A bank statement showing pension payments is useful supporting evidence but should not be treated as a substitute for the official retirement document when customs requires institutional proof.

Where the document comes from Germany, for example, the file may include the pension/retirement decision or certificate issued by the competent institution. For the Netherlands, Belgium, France, Austria, Switzerland or another country, the equivalent official pension document should be used. The exact title of the document differs by country; its legal function is what matters.

Documents issued abroad should be prepared before the trip. Border entry is not the ideal place to discover that the retirement document lacks a verifiable translation, certification or identifying information. A complete file reduces the risk of customs treating the person under the ordinary 185-day rule.

In addition to the retirement evidence, the driver should carry the passport/travel document, foreign vehicle registration, valid insurance covering Türkiye and any document proving the lawful right to use the vehicle if the driver is not the registered owner.

5. A qualifying retiree may receive up to 730 days for the vehicle

For an individually owned private vehicle brought by an eligible person, the current accompanied-vehicle system allows a maximum temporary-admission period of 730 days. A qualifying retiree can therefore receive up to 730 days, subject to the specific facts of the entry and the person’s lawful status.

The 730 days are a customs authorization period. They do not place the vehicle into Turkish free circulation. The car remains foreign-status property and must be re-exported or lawfully placed under another customs treatment before the authorization expires.

A foreign citizen’s own immigration permission also remains relevant. A foreign retiree with a Turkish residence permit must distinguish between the maximum customs period and the person’s lawful right to remain in Türkiye. Customs does not create immigration status.

The expiry date should be checked from the official customs record. Since 23 March 2026, the Ministry of Trade’s Foreign-Plated Vehicle Transactions digital service has provided specified online functions, including viewing the vehicle’s permitted stay deadline and submitting certain undertakings. A retiree should rely on the recorded date, not on an assumed calculation of “two years.”

6. Leaving Türkiye before the 730 days end and returning

The Ministry’s current retiree guidance contains an important rule for a retiree who leaves Türkiye before using the entire period granted to the vehicle. Where the conditions are met, the retiree can return during the remaining authorized period without a new 185-day test merely because the person temporarily left Türkiye.

This is different from a person who has fully exhausted the admission period and seeks a completely new period. A remaining authorized period is not the same as a new 730-day entitlement.

Before leaving Türkiye without the vehicle, however, the retiree must follow the customs procedure for leaving a temporarily admitted vehicle in the country. Depending on the circumstances, the person must submit the required undertaking through the available procedure or leave the vehicle under customs control. Parking the car at a home, hotel, garage or airport is not itself a customs procedure.

The purpose of the undertaking is to ensure that the vehicle is not used in breach of the temporary-admission conditions while the holder is abroad. The person should verify that the departure and undertaking were correctly recorded before travelling.

7. Vehicle registration and ownership rules still apply

The retirement exception concerns the 185-day condition; it does not remove the rules on the vehicle itself. The vehicle must be registered abroad in accordance with the accompanied-vehicle rules. The Ministry generally requires registration in the country of residence, with the specific EU/EFTA provisions applying where relevant.

If the car is registered to the retiree personally, the individual route is straightforward. If the registered owner is another individual, the retiree must also prove a lawful right to use the vehicle through an acceptable power of attorney or other authorization.

A vehicle registered to a legal entity is not treated as the retiree’s private car simply because the retiree owns or manages the company. Company-owned vehicles have a separate maximum period of up to 90 days under the Ministry’s current rules when brought with the required authority. The 730-day retiree rule cannot be used to transform a company vehicle into a personal vehicle.

A rental vehicle is also subject to the rental agreement and the period for which the person is lawfully entitled to possess it. The granted customs period cannot exceed the legal basis for possession of the rental car.

8. Who may drive a retiree’s temporarily admitted car?

Temporary admission does not allow the vehicle to be lent freely to people resident in Türkiye. The holder must comply with the Ministry’s current rules on permitted family members and users. The fact that a person is the retiree’s relative does not by itself override the residence conditions of the regime.

Unauthorized use can trigger Customs Law Article 238 consequences. For that reason, a retiree who wants a spouse, child, parent or another person to drive the car should verify that the person falls within the permitted category before handing over the keys.

The vehicle cannot be sold, commercially rented or transferred as though it were a Turkish free-circulation car. A private agreement does not change the customs status.

The holder should keep the vehicle registration and customs-related documents accessible during use. A roadside check can lead to customs verification where the user of the foreign-plated vehicle does not appear to be the person associated with the temporary-admission record.

9. Overstay and misuse: Customs Law Articles 238 and 241

The re-export deadline is a legal deadline. The Ministry’s current accompanied-vehicle guidance applies graduated consequences to short overstays under Customs Law Article 241 and more serious consequences under Article 238 where the conditions of the temporary-import procedure are breached.

For example, short periods beyond the authorized vehicle deadline fall within the specific Article 241 overstay provisions according to the length of the delay. Where the breach is more serious or extends beyond the framework of those provisions, Article 238 can result in a penalty calculated by reference to customs duties.

Unauthorized transfer or use can also lead to Article 238 consequences. A retiree should therefore treat both the deadline and the user restrictions as compliance obligations, not informal recommendations.

If customs issues a duty, penalty or administrative decision, Customs Law Article 242 provides the administrative objection route. The statutory objection period is 15 days from notification. The person should preserve the retirement document, entry-exit history, vehicle registration, customs entry record, authorization documents, insurance, notification and any minutes prepared by customs.

A dispute should be framed around the exact legal issue: whether the retirement exception applied, whether this was the first post-retirement vehicle entry, whether the vehicle period was recorded correctly, whether the user was authorized, or whether the penalty provision selected by customs matches the established facts.

10. Practical preparation for retirees living in Europe and elsewhere

A retiree planning to drive from Germany, the Netherlands, Belgium, France, Austria, Switzerland or another country should prepare the file before departure. The retirement certificate should be current and verifiable, with the required Turkish translation/certification. The vehicle registration, insurance and passport should match the planned entry. If another person owns the vehicle, the power of attorney should identify the vehicle clearly.

At the border, the retiree should make sure customs records the correct status and correct vehicle. After entry, the official deadline should be checked. During the stay, the vehicle should be used only within the temporary-admission rules. If the retiree leaves Türkiye before the vehicle, the required undertaking or customs-control process should be completed. Before the final deadline, the vehicle should be re-exported.

The broader rules for passengers, vehicles, parcels and commercial imports are collected in our Turkey Customs Rules 2026 guide. The retiree exception should always be read together with the current accompanied-vehicle rules because it changes one eligibility requirement; it does not replace the entire temporary-admission regime.

Frequently asked questions

I retired in Germany last month. Must I first stay 185 days outside Türkiye?

For the first qualifying vehicle entry after retirement, the Ministry’s current retiree rule does not require the ordinary 185-day condition if the retirement status is documented in the required form.

Does the retirement exception apply every time I bring a car?

No. The specific exception concerns the first vehicle entry after retirement. Later entries must be assessed under the rules applicable at that time and should not be treated automatically as another first-entry exception.

Can I keep the vehicle in Türkiye for two years?

An eligible individual may be granted up to 730 days. The exact customs record controls, and a foreign citizen’s lawful immigration stay must also be respected.

If I leave Türkiye for a few weeks, do I lose the remaining vehicle period?

A qualifying retiree who leaves before using the full granted period can return during the remaining period under the Ministry’s current retiree rules. The proper procedure must be completed if the vehicle stays in Türkiye while the holder travels abroad.

Can I use a company-owned car for the retiree 730-day route?

No. A vehicle registered to a legal entity is subject to the company-vehicle route, which currently allows up to 90 days when the conditions and authority documents are satisfied.

Can my child living in Türkiye drive my foreign-plated car?

Residence and permitted-user restrictions apply. The vehicle cannot simply be lent to a Türkiye-resident family member because the holder is retired. Unauthorized use can trigger Customs Law Article 238.

What if my retirement certificate is only in German or Dutch?

The retirement status must be documented in a form Turkish customs can verify. The Ministry’s guidance requires the appropriate Turkish translation/certification route for foreign retirement documents where applicable.

Can I sell the car in Türkiye before the deadline?

No. Temporary admission does not release the vehicle into free circulation. A domestic sale requires completion of the legally applicable customs, tax and registration procedures.

What is the objection period against a customs penalty?

Customs Law Article 242 provides a 15-day administrative objection period from notification for customs duties, penalties and administrative decisions.
